TOPEKA
–Today Governor Laura Kelly signed Executive Order 20-70 (PDF) extending the deadline for renewal of driver’s licenses to June 30, 2021. With this order, Governor Kelly is temporarily removing the age limit for online driver’s license renewals. This provision allows 21-plus-year-old Kansans to renew their driver’s license online. By statute, other restrictions still apply.

“As the COVID-19 pandemic continues, it is clear that we must extend this provision to continue protecting Kansans’ health and safety,” Governor Laura Kelly said. “I encourage all Kansans eligible to take advantage of the opportunity for online license renewal to protect themselves and their communities from the spread of the virus.”

In addition to Executive Order 20-70, the Kansas Department of Revenue is removing service fees for all Kansans who use iKan to renew their license. These fees are generated to keep the online renewal system running but will be covered by COVID-19 funding to encourage the use of online renewals. This, in turn, assists in combating community spread of the disease.

“By waiving the service fees, we hope Kansas drivers see this as an opportunity to experience a safe alternative to visiting our offices in person,” Kansas Department of Revenue Secretary Mark Burghart said. “This helps our customers not see delays in service and our staff to continue regular operations in a health-conscious manner.”

The iKan program can be utilized by downloading the app from Apple App or Google Play stores on mobile devices or by visiting iKan.ks.gov. Even with the temporary removal of some restrictions, by statute, other restrictions apply.

The Mitchell County Commissioners, acting in their capacity as the Mitchell County Board of Health, made a motion to recommend the wearing of masks due to increased COVID-19 cases in Mitchell County.  They also made a recommendation to maintain social distancing and to limit gatherings as well as asking that all businesses participate in this recommendation.  Motion made by Mike Cooper and seconded by Tom Claussen.  Motion carried by unanimous vote.

KDHE recommends self-quarantine for Kansans who traveled to Lake of the Ozarks

Modified Phase 2 Reopening Plan - Friday, May, 22, 2020
Given promising trends in COVID-19 disease spread, hospitalizations, and deaths, the Governor has decided to move the state into a modified Phase Two on Friday, May 22nd with a new mass gathering limit of 15 individuals. UPDATE - KDHE Adds State To Travel Quarantine List, Removes OthersTOPEKA –The Kansas Department of Health and Environment (KDHE) has added one state to the quarantine list: Maryland, and removed two states from the list: Colorado and Louisiana. This includes removal of the specific Colorado counties listed previously. This is effective for persons returning today, May 12, and moving forward. A comprehensive list of those individuals in Kansas needing to quarantine for 14 days includes those who have Traveled to:
  • Maryland on or after May 12.
  • Massachusetts and Rhode Island on or after April 30.
  • Connecticut on or after April 6.
  • Illinois or New Jersey on or after March 23.
  • New York on or after March 15.

KS Dept. Of Revenue Announces Plan To Reopen Driver’s License Offices
Since March 24, 2020, extensions to driver's licenses and vehicle registrations have been made through Executive Order 20-12 signed by Governor Laura Kelly.  While those extensions are still valid, the Kansas Department of Revenue will start to reopen driver's license offices on Tuesday, May 12, 2020.

Essential services will be conducted in reopened driver's license offices include:
  • Drivers needing to transfer a license from another state
  • Teen drivers receiving a license for the first time
  • Drivers turning 21 or turning 50 years-of-age
  • Applications for a new state identification card
  • If there is no online access to the customer or other restriction to online service apply by statute, including not having an eye exam within the last 12 months

Frequently Asked Questions Per 4 Stage Plan To Reopen Kansas
When does the Reopening Plan go into effect? The Framework will reopen the Kansas economy in Phases. Throughout each Phase the Governor will continue evaluating the state’s progress and, if appropriate, issue a new executive order moving the statewide baseline to a new Phase. Phase One will begin May 4th. Phase Two will occur no sooner than May 18, 2020. Phase Three will occur no sooner than June 1, 2020. A Phase Out will occur no sooner than June 15, 2020. Once the state is in “Phase Out,” the Governor will issue additional guidelines to explain the health metrics that will trigger an elimination of all statewide restrictions.

KCC extends emergency order suspending utility disconnects until May 31, 2020
  • The Kansas Corporation Commission approved extending its emergency order suspending utility disconnects for nonpayment until May 31.   The action, taken during a Commission business meeting, will offer continued relief to those experiencing hardship from the COVID-19 virus. The directive covers all electrical, natural gas, water and telecommunications utilities under the KCC’s jurisdiction.

  • Nearly $500,000 in grant funding is being made available to provide operational support to Kansas arts organizations experiencing financial difficulties as a result of COVID-19. --- The Kansas Department of Commerce and the Kansas Creative Industries Arts Commission will distribute CARES Act arts funding through the Short-Term Operational Support (SOS) Program, a grant program developed to assist with immediate financial needs resulting from the COVID-19 outbreak. Kansas Department for Children and Families Announces Hero Relief Program
Program provides child care subsidies to eligible health care workers, first responders and other essential workers

Governor Laura Kelly and DCF Secretary Laura Howard today announced efforts to support parents and childcare providers during the COVID-19 pandemic. The “Hero Relief Program” expands DCF’s child care assistance subsidies for families and provides financial support directly to child care providers. The new program specifically targets health care workers, first responders and other essential workers.

Beginning Monday, April 20, child care subsidies will be available to essential workers who financially qualify. The list includes:
  • Health care workers (including RNs, other medical professionals and health care support workers, hospital and laboratory staff)
  • First responders (including law enforcement, fire and rescue, and other public safety workers)
  • Food and agriculture workers
  • Judicial branch (essential services)
  • National Guard
  • Child and adult protective service specialists
  • Child care providers caring for children of eligible workers listed above

Kansas Governor Kelly Announces Revised Mass Gatherings Guidance To Include Religious Services

As part of ongoing efforts to mitigate the spread of COVID-19, today Governor Laura Kelly rescinded Executive Order #20-14 and replaced it with Executive Order #20-18, which primarily brings our religious institutions and religious and non-religious funerals in line with the previous order that limited public gatherings to 10 or fewer people.  Although religious institutions and funerals previously were exempt from this 10-person limit, they now will need to comply with this rule, effective at 12:01 p.m. Wednesday....

KS Department of Agriculture (KDA) Recommends Voluntary Reduction in Burning -- In response to the COVID-19 pandemic currently impacting all states, including Kansas, the Kansas Department of Health and Environment and the Kansas Department of Agriculture strongly encourage all land owners and managers to voluntarily reduce the number of acres that they intend to burn this spring.
